GovernanceREP is to be maintained on-chain by smart contract.

This ticket represents a soft protocol such that GREP holders will coordinate to, periodically or as needed, initiate and conclude a validation pool to mint new GREP on behalf of any newly minted ReviewREP as mentioned in #16.

In the context of this implementation, the vatom wallet is the GREP holder. Our API can periodically initiate the RREP -> GREP minting proposal and send it as a message via the spark sdk. The UI would then show the proposal to the GREP holding users for their review and approval.

It is worth noting that discussion can occur as normal within the chat as replies to the proposal, which itself is also fundamentally a post.

When RREP is minted or at some predictable time thereafter, initiate a proposal to mint GREP in proportion to the minted RREP. Note that this minting ratio should be a governable parameter; see #10, #12.
