Backend: Matrix message for each stage of proposal referenda

The widget can provide a matrix URI link to the room event associated with each proposal / referendum.

Backend: Matrix message for each stage of proposal referenda

The message for each referendum can be a reply to the one before. This gives a built-in way for users to traverse the history of the proposal.
