This is needed so that additional GREP can be minted through a VP confirming the asynchronous upload of GREP minted from RREP.

A reputation token is one that extends the ERC 1155 token standard, to include the ability to update the value of tokens via forum citations and validation pools.

Note that as the DAO grows and more GREP is minted, it will be important to make sure GREP holders are participating in VPs, or else there is a risk that GREP holder's won't be able to meet VP quorum. Old GREP can expire to help with this as well.
